If you fly into Reus, the sensible option is to pick it up at the airport itself and return it there before your flight home. If you arrive by train, there are offices by the stations in Reus and in Tarragona city.
Do I need a car if I'm staying in Salou?
Not for the beach and the theme park, but you will for Roman Tarragona, the Priorat or the Ebro Delta. There is a hire office in Salou itself, so you can rent just for your excursion days.
