Yes: the natural park has a main compacted-earth track open to ordinary cars during daylight hours. Respect the closed sections and the speed limit; after heavy rain, check whether access is open.

It depends on your itinerary: Pamplona is the natural base for the Pyrenees, Irati and Baztan; Tudela, with an office at the railway station, puts you on the doorstep of the Bardenas and the Ribera. Either works for a circular route.
